Reclaiming my time, I appreciate the gentleman's point. Like I was saying, it is nonsensical to assume that whatever the unfettered action of the House is, that it, number one, represents the action of the Congress, because it doesn't. We have two Houses. We have a Senate and a House. And then we are coequal to the President, but the President has certain rights provided to him under the Constitution. If you find no exception in the actions of other Presidents, it is unusual that we would have such enthusiastic language in condemnation of this President's very similar actions. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Iowa (Mr. King). The question was taken; and the Acting Chair announced that the ayes appeared to have it.
