I thank Senator Baucus, my distinguished colleague from Montana, for not only the argument he is putting forth today on children's health insurance but in a special way his leadership on the Finance Committee. On the question of children's health insurance, the Senate is confronted with a very serious matter, a matter that has long-term implications for millions of families and our economic security. I believe at least two questions must be asked and answered this week, and they are as follows: Question 1: Will the Senate make a full commitment to the children of America and especially to their health care? Secondly, does the Senate want America to have a high-skilled workforce in the future to compete in an ever-changing economy and a furiously competitive world economy? For that reason and so many others, I thank the Senators in this Chamber who have provided the leadership on the Finance Committee, including Senator Rockefeller, Senator Baucus and, many years ago, Senators Kennedy and Hatch, who came together in a bipartisan way, as they are today, and Senator Grassley, among others.
