I ask unanimous consent to set aside the pending amendment and call up Casey amendment No. 2152, the Strong Start for America's Children Act, an amendment to the Every Child Achieves Act, which will establish a Federal-State partnership to provide access to high-quality public prekindergarten education for low- and moderate-income families. Mr. President, I ask unanimous consent, as well, to add Senators Tester, Reed of Rhode Island, Klobuchar, and Merkley as cosponsors. The PRESIDING OFFICER.
