This amendment creates a neutral reserve fund that supports the Edward Byrne memorial justice assistance grants. It helps every one of our States. It has been cut by one-third over the last 2 years. We provide support for local and State law enforcement. The money is used to support innovative, evidence-based approaches to public safety--by way of example, special courts that have new technological innovations to help reduce and fight crime in our communities. In part, it is supported by--and this is only a partial list--the National Sheriffs' Association, the International Association of Chiefs of Police, the Fraternal Order of Police, and the National Narcotics Officers' Association. I am grateful for the work that was done by so many people on this amendment--especially Senator Grassley--and urge for its adoption. The PRESIDING OFFICER. The Senator from Alabama.
