I rise to speak first about amendment No. 2196 pertaining to the National Drug Intelligence Center which is located in Johnstown, PA, in southwestern Pennsylvania. This center was created in 1993 and provides Federal, State, and local law enforcement and national security agencies with crucial information about the structure, membership, finances, communications, and activities of drug-trafficking organizations. While a number of Federal agencies play different roles in combating illegal drug use and distribution, the National Drug Intelligence Center, which some know as NDIC, performs a unique role by providing independent information about drug use to other Federal, State, and local agencies. This center produces an annual national drug assessment report which is the principal report by which Federal policymakers evaluate trends in drug use and the overall drug threat faced by this Nation.
