Mr. President, first of all, just in case our chair of the Small Business Committee, Senator Landrieu has to leave, I wish to reiterate what a number of us have not only felt but have even spoken about over the last couple days, in light of her work on this legislation. She has been, in a word, tireless and fearless, for one reason: Because she, like so many of us, but I think in a very special way she understands what so many of these small business owners have told her and told a lot of us, that they need help and they need it now. They do not want to hear about a political debate, they want action and they want us to pass this legislation. She has worked so hard on the substance. She has worked so hard on the work that you have to do in the Senate to get an agreement, to get a bipartisan agreement, to make this a bill that has no impact on the deficit. So whether its fiscal responsibility, whether it is the substantive provisions that help small businesses from Louisiana to California and back all across our country in places such as Pennsylvania that I represent, she has done that work. I think the people of this country know that. I think it is very important that even when we thanked her once, we need to repeat ourselves because she has done great work. I think we should follow her lead. We should not have the kind of political debate we are having. She and others have worked out a very good agreement, and I think they are on their way to doing that again.…
