Mr. President, I would first of all like to thank Chairman Levin and Ranking Member McCain for their work on this national defense authorization bill, and tonight I will speak to an amendment I filed. I will not call it up for now. I just want to speak to it. This is a critically important debate for the country, and I know the chairman and ranking member have worked very hard on it. I have had the honor and the pleasure to work with Senator Levin on a number of measures over the years, and one of the real concerns we all have is what is happening to our troops as it relates to IEDs-- improvised explosive devices. It has been central to the work many of us have done, certainly my work as a member of the Foreign Relations Committee, and, of course, Chairman Levin and so many others working on this bill for a long time. It does have a daily impact, obviously, on our troops and on their families. Often the best words about our soldiers and the war itself come from Lincoln when he talked about those who lose their life in battle, those who gave, as he said, ``the last full measure of devotion to their country.'' But he also talked about those who served and are wounded and who come back.…
