But, if nothing is done to reform some of the institutions that the Taliban are exploiting, if all of this is nothing more than the defense of the status quo, then people will return to the same situations, the Taliban will return to the same situation, and we will have a long-term problem.
Casey emphasizes the need for reform to prevent Taliban resurgence.
