transparency is important and I think cost-benefit analysis is absolutely central to the whole question.
we are only about recovery, when certainly this committee and what you do with these funds are about recovery. They are also about mitigation.
We are going to be focused on the have-to-have projects, the ones that have the maximum impact with the taxpayer dollars on protecting existing infrastructure.
We need to focus on that. But also, make sure that when we are implementing new rules and regulations, we let the science drive it.
The new hours-of-service regulations that go into effect July 1st are something that we, as the committee, need to fully understand.
If it is not my fault, it is not fair. If it is not my fault, I should not be held accountable.
But the reality of the world today--as you mentioned, we are struggling with financing.
