Mr. Chairman, perhaps my good friend from Illinois misspoke, because when he said that the so-called secret contracts will have antitrust immunity, that simply is not the case. The antitrust immunity applies only to the published rates. The antitrust immunity does not apply to the private contracts, the so-called secret contracts which the gentleman refers to. I wish to emphasize that very, very clearly. The antitrust immunity does not apply to the private contracts entered into, the same private contracts that already exist for every other mode of transportation in America.
