I am particularly pleased not only that it was passed in the Senate just some minutes ago, 88 to 5, but also that the President of the United States has stated this afternoon, and I quote, that he will be ``pleased'' to sign this legislation. I want to recognize the tremendous cooperation we have received from the administration. This has been a bipartisan effort. I particularly want to recognize Jack Schenendorf, our chief of staff. He deserves the Congressional Medal of Honor for the kind of skill and management expertise and capability that he has provided throughout, as well as the staff, which literally have been without sleep for the last few days.
