This legislation deals with an issue which I have considered a priority for some time, our water resources and the ability of the Federal Government to provide our communities with effective solutions to their problems. Our economy depends on our Nation's water resources. In fact, the United States economy base has grown both geographically and economically through its efficient and effective water system. We must realize that water is a precious resource, and we take steps to ensure its proper use. This legislation establishes a 21st Century Water Commission to study and develop recommendations for a comprehensive water strategy to address future waters needs. This commission would assess our current and future water supply needs and consider all available technologies for increasing water supply efficiently while safeguarding the environment. Additionally, this commission will suggest financing options and strategies to preserve existing water supplies. Most importantly, the commission will pursue strategies that avoid increasing mandates on State and local governments.
