I simply point out to my friends that under the Largent amendment, even with the cuts, the State revolving fund under the Largent amendment would still be very substantially higher than the appropriation requested by the Clinton administration. Under the Largent amendment the State revolving fund would be $2.3 billion. The administration has only requested $1.6 billion, and so we still would be above the administration.
