Mr. Chairman, initially I want to thank the cosponsor of this amendment, my fine colleague, the gentleman from Ohio, [Mr. Traficant]. I also want to commend the chairman of our full committee, the gentleman from Pennsylvania [Bud Shuster], for not only his work on this bill, but also in the way that he has been willing to work with us, and even appear at the Committee on Rules and suggest that this amendment be made in order. This bill is sound in many respects, as it serves to reform Amtrak and many important areas. There is no doubt that one reason that Amtrak continues to run deficits is due to the lack of reform. Where I must respectfully part company, however, with our chairman, is whether the C-2 labor protections for Amtrak are part of that problem. I supported this bill in the last Congress and in committee this year out of respect for our chairman and the arguments that he made.
