this legislation requires that not one penny of this can be spent unless we bring back offsets agreed to in the conference with the House and the Senate. It was felt by our leadership that we might as well do this in conference once because the Senate will have different priorities than we do. We need to negotiate the differences. So let me emphasize, not one penny of this can be spent unless we bring back offsets from conference.
