I will just have a comment or two about the applicability of the pending appropriation for disasters which have occurred in Pennsylvania, where there was an extraordinary earthquake in Berks County, Reading, and where there have been very substantial damages due to severe winter weather as specified in a letter from the Governor of Pennsylvania, Governor Casey, to the President, dated February 2, 1994.
