at the outset I congratulate our distinguished colleague, Senator Byrd, for, as usual, a very erudite and well-thought-out statement. When I entered the Chamber, I saw Senator Byrd speaking, and I saw a thick sheaf of papers. I was glad to have the opportunity to listen to Senator Byrd's presentation because he is more than the conscience of the Senate; he is the intellect of the Senate and a great tribute to this body. So I congratulate Senator Byrd.
