The amendment (No. 2308), as modified, is as follows: At the end of title III (before the short title), add the following: Sec. __. (a) There are appropriated, out of any money in the Treasury not otherwise appropriated, $7,000,000 to the National Assessment Governing Board for the purposes of implementing a National Assessment of Educational Progress test in United States history.
