if it were the old U.S.S.R., and Senator Gramm were Premier Stalin, he could cut the $400 million for Goals 2000. That happens to be one of the President's premier projects. Every time you turn around within that item, there are matters which are very, very important to someone. But I will await the vote. I will abide by the will of the Senate. I will be fascinated to see Senator Gramm's amendment.
