“When we have foreclosures across the country on variable rate mortgages and no action is being taken to deal with them--let me ask the Senator from Connecticut: If we consider the action which has been taken by the Fed on Bear Stearns and otherwise and we consider what this legislation is, isn't it significantly out of balance between Main Street and Wall Street?”
