I move that the managers, on the part of the Senate to the conference on the disagreeing votes of the two Houses on the Senate amendments to the bill, H. R. 3010, be instructed to insist that $2,183,000,000 be available for the Low-Income Home Energy Heating Assistance Program and that such funds shall be designated as an emergency requirement pursuant to section 402 of H. Con. Res. 95, of the 109th Congress, the Concurrent Resolution on the Budget for fiscal year 2006. The PRESIDING OFFICER. The motion is pending. Who yields time? The Senator from Rhode Island.
