It seems to me, after considering the matter and the gravity of the risks which our fighting men and women are undertaking in Iraq, and the risks to the Iraqi people themselves, that it is an appropriate time to make a formal demand on the Government of Syria to do more. If they do more and if they join in the fight against terrorism, there is ample opportunity for the President of the United States to take the appropriate action pursuant to this resolution and to lift the sanctions.
