I have great admiration for Senator Moynihan. I don't know whether it will become law or not. If it does, so be it. I just want to be sure that enactment is not the day we pass it, but the enactment of the statute is the day which it becomes law after passage by the Congress and signed by the President. With that understanding, I do not object.
