I believe that the nuclear detonation in India makes it more important than ever that the United States move ahead with leadership to try to defuse the proliferation of weapons of mass destruction, and that the Senate should act promptly to ratify the Comprehensive Test Ban Treaty. We have had, already, in the course of the last 24 hours, indications of a chain reaction. We have had a response from Pakistan that they may well, too, test nuclear weapons.
