“That is not satisfactory. I am being importuned over here about what a good deal it is. This amendment, Mr. President, involves a question of whether there will be both Federal jurisdiction and State jurisdiction. It is a matter I have discussed with the managers of the bill again this morning and with Senator Edwards. I believe there is going to have to be some discussion. There are going to have to be some issues raised and some questions answered. It simply does not lend itself to that kind of time constraint.”
