“I think we have worked out a procedure where there will not be either a side-by-side or second-degree amendment offered. The Senator from Tennessee would like an opportunity to speak for 10 minutes on it, and we will hear Senator Alexander for 10 minutes and then proceed to a vote on the Byrd amendment. So I ask unanimous consent at this time that Senator Alexander be recognized for 10 minutes, that we then proceed to a vote on the Byrd amendment, and then we proceed to take up the Dodd amendment and seek to proceed with the order we have established.”
