Senator Harkin and I have submitted this amendment, joined by 27 cosponsors, which would add $7 billion to the fund for education, health, and workers' safety. This account has been decimated since fiscal year 2005 with a loss of some $15.7 billion when we consider the cuts and the failure to have an inflationary increase. Health and education are the two major capital assets of the country. We have gone beyond the fat, beyond the muscle, beyond the bone, and into the marrow. This funding will help us a little, not really enough. We ask our colleagues to support it. I yield to Senator Harkin.
