There is no doubt about the desirability of the program encompassed in the amendment by the Senator from Louisiana. We already have in the account $100 million. I wish we had more money, but that is the maximum we can do with the budget resolution within the allocation. Therefore, with reluctance, I raise a point of order under the Budget Act and the resolution and say that the amendment by the Senator from Louisiana is not in order.
