I believe we are now prepared to go to the Landrieu amendment. It is an amendment which Senator Kennedy and I had earlier stated we found agreeable. There have been some reports that there might be objections. If there are no objections, we can take Senator Landrieu's amendment on a voice vote. I urge adoption of the Landrieu amendment.

The Congress, under separation of powers, has the authority to find the facts, and then there is need only for a rational relationship between what Congress finds factually and the legislation which Congress enacts.
We have a requirement, as you may know, for 60 Senators to be in agreement before a bill is taken up, and some people--we were two votes short.
