I am voting against the Collins amendment because it is unconstitutional. Article I, section 5, provides: Each House may determine the Rules of its' Proceedings, punish its Members for disorderly behaviour, and, with the concurrence of two-thirds, expel a Member. The Senate has determined the rules for punishing its Members which carries out the constitutional mandate. That constitutional procedure does not permit delegation of that responsibility.
