As you know, this is a very difficult year for appropriators. The budget caps are very tight, and this bill contains many valuable programs. I recognize and appreciate that the House-passed Labor-HHS bill provides $1.1 billion in FY2002 advance LIHEAP funding. I have been a strong supporter of the LIHEAP program, and will work in conference to attempt to include the House provision for advance LIHEAP funding in the final appropriation bill.
