I will explain this amendment. The amendment transfers $435 million governmental consulting accounts, where there is now some $2.1 billion, an account which is largely recognized to have many items that we can do without. It constitutes a 19.5 percent cut in those consulting accounts. In transfers $225 million to LIHEAP, the Low Income Heat Energy Assistance Program. It transfers $100 million for prisoner literacy education and prisoner job training. It transfers $100 million for prenatal pregnancy prevention. Taking up the issue of low-income energy assistance first, that is a fund which has been cut consistently over the past several years regardless of which party controls the administration, and it has resulted in tremendous pain and suffering across this country. The cut in LIHEAP funding has given many families of America the stark choice of heating or eating, and it has resulted in many deaths over makeshift heating and lighting systems.
