I believe the Senate is dysfunctional. Harsh, perhaps, but true, certainly. We are simply not getting the job done. I intend to vote against cloture, to give Senators a chance to present their amendment. That is not to say I will support the amendment, but I believe the Senators ought to have an opportunity to present their amendment.
