I strenuously oppose this amendment. As chairman of the subcommittee having jurisdiction over LIHEAP funding, I can tell you that we have fought hard for program funding this year. There have been consistent reductions in program funding. We are into the bone. The LIHEAP funds are indispensable for the aging. We are talking about people who have the option of heating or eating. The vast majority, 80 percent, goes to people who have incomes of $7,000 or less. This funding ought not to be cut.
