the Head Start Program is very valuable. It has received priority attention from our subcommittee. We more than doubled Head Start between fiscal year 1994 and fiscal year 2004. Regrettably, there are no funds to stretch further. If the Senator from Connecticut had an offset, wanted to discuss priorities, I would have been glad to do that. But we have to stay within the budget. Therefore, with great reluctance, I have raised the point of order. Mr. President, it should be noted that the last vote was less than 13 minutes. I would ask all of my colleagues to stay in the Chamber. We now have another 10-minute vote, with a 5-minute extension. I yield the floor. The PRESIDING OFFICER.
