The bill does not duplicate the requirements which have been set forward in the budget request. We could put in additional language. If the Senator would like to have that language, I would certainly consider that, but I think it would be duplicative and unnecessary. Under existing law, under title I, the 1-percent requirement is present for dropout prevention. That is the law.
