Okay. But substantial reductions, and in programs that have already been cut. So for that reason, I would oppose my friend's additional cuts, but I would hope to work with him going forward in something that I know he knows is a far greater driver of our debt, and that is entitlement reform. That is where the money is. We end up fighting every year over discretionary accounts that are relatively minor compared to the behemoths of Social Security, Medicare, Medicaid, and the other so-called mandatory programs. They are only mandatory because Congress doesn't have the courage to pick up the law and actually deal with them. So I am going to work with my friend in that area because I know he is sincere. In this case, I feel compelled to oppose the amendment. Mr. Chair, I reserve the balance of my time.
