I for one agree with the Secretary of Defense who has contacted me as late as this afternoon and told me how very, very important IMET training is to our national defense. No more than I want to interfere with the Secretary of State's ability to have an effective foreign policy, do I want to do anything, and especially in a bill with my name on it, that would deny the Secretary of Defense the funds to effectively have a national defense, and that is precisely what he tells me. He tells me that the U.S. Army School of the Americas 'continues to be a key asset for pursuing our national security strategy in Latin America,' for example. 'We have made great progress in promoting democratic values and respect for human rights through intensive interaction at all levels with the defense establishments of the region.'
