I must warn my colleagues that we should be very cautious about what we do and what we say here and the messages that we send. Just last weekend, the NATO nations were here; they were unanimous in every respect in saying that they are going to stop the atrocities that have been taking place in Yugoslavia. At this time and place in history, when we are involved, whether we like it or not, in Kosovo and debating whether or not we should send American land troops, I think that the message of passing a resolution soon as this would be a serious mistake on the part of this Congress.
