I believe this is the law of the land anyway. It is my understanding we are just not adequately enforcing it; that the State Department and the Justice Department have the authority already to enforce this, and yet they are failing to do so. It is an issue that needs to be addressed by this Congress, and I am very appreciative of the gentleman from Georgia for bringing it to our attention.
