There is a Supreme Court ruling that just came out dealing with the Mortgage Bankers Association and the issue of interpretive rules.

Does anything prohibit that right now from an agency from doing that?

regulations are not supposed to just appear out of the dark. They follow law.

My first response on that was, what is an interpretive rule? Is that clearly defined in law what an interpretive rule is?

I think that is one of the key issues we could find is where do they go to say 'make this stop?'

Again, that goes back to the common sense thing, and it goes back to the big picture thing.

So the challenge is what is an interpretive rule and how do we actually get that out there if now the courts have determined interpretive rule does not go through an Administrative Procedure Act.

But is that something the agency sells at this point? What is the asset there?

And they are opening bank accounts, they are voting.

The Social Security Administration, do they feel like this is part of their mission to be able to keep up this file, this is important?

Does that come back to the Social Security Administration to reimburse them?
