Along with Chairman Webb, I introduced and passed last year in the Senate, S. Res. 217, a resolution that condemned China's calculated acts of naval harassment in the South China Sea.

For me, the number of incidents over the past 2 years by the Communist Chinese military in these seas leads me to focus my comments on China's destabilizing and harmful actions.

As a fiscal conservative, I strongly support the overall goal of cutting Government spending; however, I firmly believe there are two areas worthy of spending taxpayer dollars. They are defense and infrastructure.
