A key provision of this bill is to provide the effectiveness of Federal R&D investments through comprehensive technology transfer reform.
First, foreign countries, especially China, are threatening to outpace us in science and technology.
Technology transfer maximizes the return on investments of Federal research dollars by putting groundbreaking technologies and scientific discoveries in the hands of the private sector.
Second, we must respond to our changing climate and develop next-generation technologies to understand it, address it, and manage its effects.
It's well-documented that low-income and minority communities are adversely affected by these issues.
Sadly, we know that extreme weather, environmental quality, and public health all have a disproportionate effect on low-income and vulnerable populations.
