I think that we have had enough conversation on issues relative to campaign finance at this particular time. I think it is time to pass the rule. As I said before, this legislative branch funding is a very modest increase. I think that I have tried to point out the achievements of this Congress from the standpoint of some of the bills and some of the things that we have passed. I just want to say that there are tremendous people here in the Congress, both Republican and Democrat. I think that they are doing their best, people of good character. They work hard. And I think that sometimes we tear each other down to the point where it reflects upon us. I am sick and tired of it, too, like the gentleman from Virginia. I want to see us start to stand up for what we are all about. We do good things here. We have good staffs. I would say 99 percent of the people here are people of good character. Yet if you were to ask the people in the country about us, the way we fight, squabble, and jump up and down sometimes, we do not do ourselves justice. I think it is time to get on and pass this rule and get over with the bill.
