I think when we get ourselves into these trade agreements the argument is we have a trade surplus but things are going to change, and we need to look at that here. What I cannot understand today, not only with this agreement but the legislation that passed out of this House earlier, is what are the priorities? We are trying to strip the Supreme Court of their power that was given to them by the Constitution. We are going off on another trade agreement here. In Ohio, we just lost 14,000 more jobs just in the month of June. The unemployment rate in Ohio went from 5.6 percent to 5.8 percent. What are the priorities of this Congress? In every single trade agreement that has been passed by this Congress, there has been a promise that has been made along with it. We say we are going to open up markets, we are going to export, and we are going to trade. And as we get rid of those low-paying jobs, we are going to invest in education, we are going to make sure our country is competitive, and we are not living up to that part of the bargain.
