Mr. Speaker, we know that the premiums are high, and we know the doctors are suffering; but this bill is not going to address the problem. And I would like to just take a minute, Mr. Speaker, to point out some of the inconsistencies from the majority party, the party that says we need to give all the power to the States. In this bill they are taking power away from the States. This is the party that says we are for individual responsibility, unless that individual is in the jury box, then we do not want to give it to them. This is the party that is for less government and less regulation, but at the same time they are putting price controls on attorneys. That is not free market. Like a leading malpractice insurer in California said, I do not like to hear insurance company executives say it is the tort system. It is self-inflicted. That, in this bill, is not going to address that problem. Mr. Speaker, I am afraid that all the faces and the names have turned to numbers in Washington, DC. This is not the answer. Real people are going to get hurt. We would like to welcome everybody back to the era of caveat emptor, or buyer beware.
