“Before I give the e-mail address, the cuts at the Federal level, it goes down to the States. The State has to make a decision to raise taxes; and then it goes from the State, the State is pushing it down to the counties, as was said; and many of us represent districts, the local communities which are some of the poorest in the country. So those people are choosing between raising their own taxes that they do not have, the person who does not have $10 because of the energy costs and everything else, versus funding for their local school because No Child Left Behind is not paid for or hiring more cops because the COPS grant has been cut. And that is the end line.”
