We have said it 1 million times. Article I, Section 1 of the U.S. Constitution creates the House of Representatives. The people of the country govern. Anything that is created from there we have oversight of, and that is the essence of this democracy. We try to represent the republic that we have. This is our job, overseeing FEMA.
