“I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. ___. None of the funds made available by this Act may be used to issue an immigrant or nonimmigrant visa to a citizen, subject, national, or resident of Brazil until the President of the United States determines and certifies to the Congress that the Government of Brazil has amended its laws to remove the prohibition on extradition of nationals of Brazil to other countries, except that the President may waive the application of this section on a case-by-case basis if the President determines and certifies to the Congress that it is in the national interests of the United States to do so.”
