Just to clarify. The ranking member submitted earmarks. There are no earmarks in the bill. That's a clear difference. I ask my friend from North Carolina, what do you want to cut out of this bill? The Border Patrol? The 3,000 Border Patrol agents? Do you want to get rid of the technology that we're going to have on the ports to scan cargo coming in? Is that what you want to cut? Do you want to cut the money that we're giving to our first responders? Mr. Chairman, exactly what is it that you don't like about this bill? There are no earmarks and we're funding programs that are going to protect the homeland. Now, we understand clearly, Mr. Chairman, that our friends on the other side have had a difficult time governing the country. That doesn't mean they have to impede us from doing it.
